Educational decentralization in Latin America: Opportunities and threats in educational quality.

Abstract
The decentralization of the management of public education in Latin America has been going through moments of confusion, affecting educational management in such a way that it is not adequate within an unexpected context at a global level; Therefore, a systemic analysis has been carried out on the decentralization of education in South America, taking as a reference, in addition to theoretical bases, all the scientific literature indexed in the different databases such as: Google Academic, Scopus, Ebsco, Pro Quest ; An analysis of the last 20 years has been carried out on them about the measures taken to achieve a more efficient decentralization and that allows to provide quality to all students, finding contributions, difficulties and gaps that can be complemented with future research.
The research raises the need for implementation not only of new educational policies and a search for dynamic, innovative and participatory strategies that promote the development of decentralization that contributes to providing quality education.
